Overview
The Atomic Weapons Establishment (AWE) is responsible for delivering the UK’s Trident Missile programme on behalf of the Ministry of Defence. Project Phoenix—a £40 million conventional manufacturing facility—was identified as a critical element in supporting this mission. After a two-year suspension due to a strategic funding review, the project was remobilised with renewed expectations for delivery.
The Challenge
Following the suspension, the project faced significant challenges: the original business case was outdated, funding uncertainties had undermined momentum, and the project team had disbanded. The scope needed reassessment to ensure alignment with updated business objectives, and stakeholder confidence in successful delivery had to be re-established.
Our Approach
We took the lead in restoring the project by:
Conducting a full audit of the original business case and identifying shortfalls against current requirements.
Reconciling revised requirements with the business case and securing necessary funding approvals and authorisations.
Reforming the project team and re-engaging key stakeholders.
Establishing robust programme, cost, change, and risk management controls to ensure disciplined delivery.
The Outcome
By restructuring both requirements and governance, we restored confidence in the viability of Project Phoenix. The remobilised project was positioned on a sound footing, with strengthened management controls and stakeholder assurance, securing the path to successful delivery of this critical defence facility.
