Overview

To meet rising passenger demand, London Underground needed to increase train capacity on its network. With fixed-length platforms and rolling stock, the only short-term solution was to raise train frequency. This required a £52m re-signalling programme, moving from traditional fixed-block to moving-block signalling, as used on the Docklands Light Railway.

The Challenge

The signalling system, designed by Alcatel, required the installation sub-contractor—primarily experienced in consultancy rather than major works delivery—to manage a highly complex contract. Clear organisational structures, robust management processes, and transparent reporting were urgently needed to establish control and provide confidence to London Underground and Alcatel.

Our Approach

We were appointed to set up and lead the project organisation, establishing the framework for successful delivery:

  • Defined project, installation & testing, and support services organisations, with clear communication/reporting lines to Alcatel.

  • Introduced comprehensive Health & Safety, Quality, Environmental, Project & Technical Management, and Contract Administration procedures.

  • Created and maintained registers for system assurance, standards, equipment, access, installation, and resources.

  • Produced monthly reports covering progress, cost, variations, risks, and payments, aligned with contractual obligations.

The Outcome

By embedding disciplined structures and transparent reporting, we gave all stakeholders confidence in the sub-contractor’s ability to deliver. The project organisation and quality systems provided full visibility of programme, cost, and risks—laying the foundations for successful completion of the re-signalling works.
